I've spoke to some people who tried Kinect and they said the same exact thing, that it wasnt very good. $1300 is considerably better than some of the ones I saw. I now have TWO PN suits and they are perfect). But, honestly, if you can't afford it I really couldn't recommend ANYTHING else (and I've tried everything else - either just wasted the money or ended up returning it. It's now a lot cheaper (only $1300 or so) and you don't need motion live or any plugin for it (just export from the provided software). oh hell, what's the point? I've been through them all and NOTHING works as well (or is worth having, really) than the PN suit.
Stepping up a *little* you can get the Brekel or iPisoft solutions (pricier software and work MUCH better with multiple Kinects) - still pretty lousy at mocap but at least cheap. They are TERRIBLE at mocap, but the price is right, particularly if you buy the horrible iClone plugin for it that RL sells (do they still sell that piece of junk software?). That's like asking what's the least expensive vehicle you can buy - what are your criteria? If you TRULY just want the cheapest, hard to beat the Kinect approach (assuming you can still find one).
